Airports and EU clash over new border control rules
BRUSSELS — A new EU rule mandating that a higher proportion of passengers pass through electronic identity border checks risks “wreaking significant discomfort on travelers,” warned the head of the bloc’s airport lobby. But a Commission spokesperson insisted that the electronic check system, which first went into limited use in October with a higher proportion of travelers to be checked from Friday, “has operated largely without issues.” The new Entry/Exit System is aimed at replacing passport stamps and cracking down on illegal stays in the bloc. Under the new system, travelers from third countries like the U.K. and the U.S. must register fingerprints and a facial image the first time they cross the frontier before reaching a border officer. But those extra steps are causing delays. In October, 10 percent of passengers had to use the new system; as of Friday, at least 35 percent of non-EU nationals entering the Schengen area for a short stay must use it. By April 10, the system will be fully in place. Its introduction last year caused issues at many airports, and industry worries that Friday’s step-up will cause a repeat. The EES “has resulted in border control processing times at airports increasing by up to 70 percent, with waiting times of up to three hours at peak traffic periods,” said Olivier Jankovec, director general of ACI Europe, adding that Friday’s new mandate is “sure to create even worse conditions.” Brussels Airport spokesperson Ihsane Chioua Lekhli said: “The introduction of EES has an impact on the waiting time for passengers and increases the need for sufficient staffing at border control,” adding: “Peak waiting times at arrival (entry of Belgium) can go up to three hours, and we also saw an increase of waiting times at departures.” But the Commission rejected the accusation that EES is wreaking havoc at EU airports. “Since its start, the system has operated largely without issues, even during the peak holiday period, and any initial challenges typical of new systems have been effectively addressed, moreover with it, we know who enter in the EU, when, and where,” said Markus Lammert, the European Commission’s spokesperson for internal affairs. Lamert said countries “have refuted the claim” made by ACI Europe of increased waiting times and that concerns over problems related to the new 35 percent threshold have been “disproven.” That’s in stark contrast with the view of the airport lobby, which pointed to recent problems in Portugal. In late December, the Portuguese government suspended the EES at Lisbon Humberto Delgado Airport for three months and deployed military personnel to bolster border control capabilities. ADR, which operates Rome Fiumicino Airport, is also seeing issues. “Operational conditions are proving highly complex, with a significant impact on passenger processing times at border controls,” ADR said in a written reply. Spain’s hotel industry association asked the country’s interior ministry to beef up staffing, warning of “recurring bottlenecks at border controls.” “It is unreasonable that, after a journey of several hours, tourists should face waits of an hour or more to enter the country,” said Jorge Marichal, the lobby’s president. The Spanish interior ministry said the EES is being used across the country with “no queues or significant incidents reported to date.” However, not all airports are having trouble implementing the new system. The ADP Group, which manages the two largest airports in Paris, said it has “not observed any chaos or increase in waiting times at this stage.”

All you should want for Christmas is no more cheap presents
BRUSSELS — If you ordered Christmas presents from a Chinese web shop, they are likely to be toxic, unsafe or undervalued. Or all of the above. The EU is trying to do something about the flood but is tripping over itself 27 times to get there. “It’s absolutely crazy…” sighs one EU official. The official, granted anonymity to discuss preparations to tackle the problem, said that at some airport freight hubs, an estimated 80 percent of such inbound packages don’t comply with EU safety rules. The numbers are dizzying. In 2024, 4.6 billion small packages with contents worth less than €150 entered the EU. That all-time record was broken in September of this year. Because these individual air-mail packages replace whole containers shipping the same product, the workload for customs officials has increased exponentially over recent years. Non-compliant, cheaply-made products — such as dangerous toys or kitchen items — bring health risks. And a growing pile of garbage. It’s a problem for everyone along the chain. Customs officers can’t keep up; buyers end up with useless products; children are put at risk; and EU makers of similar items are undercut by unfair and untaxed competition. With the situation on the ground becoming unmanageable, the EU agreed this month to charge a €3 fixed fee on all such packages. This will effectively remove a tax-free exemption on packages worth €150 — but only from July of next year. It’s a crude, and temporary, fix because existing customs IT systems can’t yet tax items according to their actual value. ALL I WANT … Which is why all European lawmaker Anna Cavazzini wants for next year’s holiday season is “better rules.” Cavazzini is a key player in a push to harmonize the EU’s 27 national customs regimes. A proposed reform, now being discussed by the EU institutions, would create a central data hub and an EU Customs Agency, or EUCA, with oversight powers. As is so often the case in the EU, though, the customs reform is only progressing slowly. The EUCA will be operational only from late 2026. And the data hub probably won’t be up and running until the next decade. “We need a fundamental discussion on the Europeanization of customs,” Cavazzini told POLITICO. As chair of the European Parliament’s Internal Market and Consumer Protection Committee (IMCO), the lawmaker from the German Greens has been pushing the Council, the EU’s intergovernmental branch, to allow the customs reform to make the bloc’s single market more of a unified reality. But the main outstanding issue where negotiators disagree is more prosaic: it’s about whether the law should include an explicit list of offences, such making false declarations to customs officers. While the last round of negotiations in early December brought some progress on other areas, the unsolved penalties question has kicked the reform into 2026. With the millions of boxes, packages and parcels inbound, regardless, individual countries are also considering handling fees, beside the €3 tax that all have agreed on. France has already proposed a solo fee with revenues flowing into its national budget, and Belgium and the Netherlands will probably follow suit. RACE TO THE BOTTOM Customs reform is what’s needed, not another round of fragmented fees and a race to the bottom, said Dirk Gotink, the European Parliament’s lead negotiator on the customs reform. “Right now, the ideas launched by France and others are not meant to stem the flow of packages. They are just meant to earn money,” the Dutch center-right lawmaker told a recent briefing. To inspect the myriad ways in which they are a risk, Gotink’s team bought a few items from dubious-looking web shops. “With this one, the eyes are coming off right away,” he warned before handing a plush toy to a reporter. The reporter almost succeeded in separating the head from the creature’s body without too much effort. And thin, plastic eyes trailed the toy as it was passed around the room. “On the box it says it’s meant for people over 15 years old…” one reporter commented. But the cute creature is clearly targeted at far younger audiences. Adding to the craze, K-pop stars excitedly unbox new characters in online promotional videos. The troubles aren’t limited to toys. A jar of cosmetics showed by Gotink had inscriptions on its label that didn’t resemble any known alphabet. Individual products aside, the deluge of cheap merchandise also creates unfair competition, said Cavazzini: “A lot of European companies of course also fulfill the environmental obligations and the imports don’t,” she said. “This is also creating a huge unlevel playing field.” After the holidays, Gotink and Cavazzini will pick up negotiations on the customs reform with Cyprus, which from Jan. 1 takes over the rotating presidency of the Council of the EU from Denmark. “This file will be a priority during our presidency,” a Cypriot official told POLITICO, adding that Denmark had completed most of the technical work. “We aim to conclude this important file, hoping to reach a deal with the Parliament during the first months of the Cyprus Presidency.” Despite the delays, an EU diplomat working on customs policy told POLITICO that the current speed of the policy process is unprecedented: “This huge ecommerce pressure has really made all the difference. A year ago, this would have been unimaginable.”

Smugglers, not spies, suspected in Lithuania’s mysterious balloon border violations
Alleged cigarette smugglers — not hybrid threat agents — were behind the mysterious Belarusian weather balloons that recently spooked Lithuania into shutting its border and declaring a national emergency. Lithuanian authorities said Tuesday they had detained 21 people, allegedly members of a criminal group, on suspicion of smuggling cigarettes from Belarus with the use of GPS-equipped balloons. The general prosecutor’s office said in a statement that the alleged network was “characterized by a very strict conspiracy and distribution of roles,” and that “the organizers may have had direct contacts with accomplices operating in the Republic of Belarus, from where, under favorable weather conditions, balloons with smuggled cigarettes were launched.” Lithuanian authorities said GPS tracking had allowed the balloons to be monitored “and the exact coordinates of their landing in Lithuania were transmitted to the executors.” The country declared a nationwide state of emergency last week over the balloons after closing its border with Belarus in October. Lithuanian Foreign Minister Kęstutis Budrys told POLITICO at the time that the car-sized balloons carrying smuggled cigarettes into the country’s airspace constituted “hybrid activities,” even if they were not direct security threats. European Commission President Ursula von der Leyen also condemned the balloon incursions from Belarus, saying on Dec. 1 that “Such hybrid attack by the Lukashenko regime is completely unacceptable.” According to Lithuanian Interior Ministry data, at least 600 balloons and 200 drones have entered Lithuania’s airspace so far in 2025, disrupting more than 300 flights, affecting 47,000 passengers and leading to around 60 hours of airport closures. The arrests of the alleged cigarette smugglers come as frontline countries on the EU’s eastern flank with Russia plead with Brussels to accelerate its upcoming border defense initiatives in the face of opposition from some European capitals.

EU countries agree to tax cheap packages from July
BRUSSELS — Cheap packages entering the EU will be charged a tax of €3 per item from next July, the bloc’s 27 finance ministers agreed on Friday. The deal effectively ends the tax-free status for packages worth less than €150. The flat tax will apply for each different type of item in a package. If one package contains 10 plushy toys, the duty is applied once. But if the shipment also contains a charging cable, another €3 is added. The flood of untaxed and often unsafe goods prompted the European Commission to propose a temporary solution for the packages under €150 a month ago. This “de minimis” rule allows exporters like Shein and Temu to send products directly to consumers, often bypassing scrutiny. The EU has already received more packages in the first nine months of 2025 than in the entire previous year, when the counter hit 4.6 billion. French Finance Minister Roland Lescure called it “a literal invasion of parcels in Europe last year,” which would have hit “7, 8, 9 billion in the coming years if nothing was done.” An EU official told POLITICO earlier this month that at some airports, up to 80 percent of such packages arriving don’t comply with EU safety rules. This creates a huge workload for customs officials, a growing pile of garbage, and health risks from unsafe toys and kitchen items. EU countries have already agreed to formally abolish the de-minimis loophole, but taxing all items based on their actual value and product type will require more data exchange. That will only be possible once an ambitious reform of the bloc’s Customs Union, currently under negotiation, is completed by 2028. The €3 flat tax is the temporary solution to cover the period until then. The rising popularity of web shops like Shein and Temu, which both operate out of China is fueling this flood. France suspended access to Shein’s online platform this month. This €3 EU-wide tax will be distinct from the so-called handling fee that France has proposed as a part of its national budget to relieve the costs on customs for dealing with the same flood of packages. Ireland unveils €1.7 billion plan to beef up its weak defenses
DUBLIN — Neutral and poorly armed Ireland — long viewed as “Europe’s blind spot” — announced Thursday it will spend €1.7 billion on improved military equipment, capabilities and facilities to deter drones and potential Russian sabotage of undersea cables. The five-year plan, published as Defense Minister Helen McEntee visited the Curragh army base near Dublin,  aims in part to reassure European allies that their leaders will be safe from attack when Ireland — a non-NATO member largely dependent on neighboring Britain for its security — hosts key EU summits in the second half of next year. McEntee said Ireland intends to buy and deploy €19 million in counter-drone technology “as soon as possible, not least because of the upcoming European presidency.” Ireland’s higher military spending — representing a 55 percent increase from previous commitments — comes barely a week after a visit by Ukrainian President Volodymyr Zelenskyy exposed Ireland’s inability to secure its own seas and skies. Five unmarked drones buzzed an Irish naval vessel supposed to be guarding the flight path of Zelenskyy’s plane shortly after the Ukrainian leader touched down at Dublin Airport. The Irish ship didn’t fire at the drones, which eventually disappeared. Irish authorities have been unable to identify their source, but suspect that they were operated from an unidentified ship later spotted in European Space Agency satellite footage. The Russian embassy in Dublin denied any involvement. Ireland’s navy has just eight ships, but sufficient crews to operate only two at a time, even though the country has vast territorial waters containing critical undersea infrastructure and pipelines that supply three-fourths of Ireland’s natural gas. The country has no fighter jets and no military-grade radar and sonar. Some but not all of those critical gaps will be plugged by 2028, McEntee pledged. She said Ireland would roll out military-grade radar starting next year, buy sonar systems for the navy, and acquire up to a dozen helicopters, including four already ordered from Airbus. The army would upgrade its Swiss-made fleet of 80 Piranha III armored vehicles and develop drone and anti-drone units. The air force’s fixed-wing aircraft will be replaced by 2030 — probably by what would be Ireland’s first wing of combat fighters. Thursday’s announcement coincided with publication of an independent assessment of Ireland’s rising security vulnerabilities on land, sea and air. The report, coauthored by the Dublin-based think tank IIEA and analysts at Deloitte, found that U.S. multinationals operating in Ireland were at risk of cyberattacks and espionage by Russian, Chinese and Indian intelligence agents operating in the country.

EU investigates China’s Nuctech, Temu for unfair foreign subsidies
BRUSSELS — The European Commission is cracking down on two Chinese companies, airport scanner maker Nuctech and e-commerce giant Temu, that are suspected of unfairly penetrating the EU market with the help of state subsidies. The EU executive opened an in-depth probe into Nuctech under its Foreign Subsidies Regulation on Thursday, a year and a half after initial inspections at the company’s premises in Poland and the Netherlands. “The Commission has preliminary concerns that Nuctech may have been granted foreign subsidies that could distort the EU internal market,” the EU executive said in a press release.  Nuctech is a provider of threat detection systems including security and inspection scanners for airports, ports, or customs points in railways or roads located at borders, as well as the provision of related services.  EU officials worry that Nuctech may have received unfair support from China in tender contracts, prices and conditions that can’t be reasonably matched by other market players in the EU.  “We want a level playing field on the market for such [threat detection] systems, keeping fair opportunities for competitors, customers such as border authorities,” Executive Vice President Teresa Ribera said in a statement, noting that this is the first in-depth investigation launched by the Commission on its own initiative under the FSR regime.  Nuctech may need to offer commitments to address the Commission’s concerns at the end of the in-depth probe, which can also end in “redressive measures” or with a non-objection decision.   The FSR is aimed at making sure that companies operating in the EU market do so without receiving unfair support from foreign governments. In its first two years of enforcement, it has come under criticism for being cumbersome on companies and not delivering fast results.  In a statement, Nuctech acknowledged the Commission’s decision to open an in-depth investigation. “We respect the Commission’s role in ensuring fair and transparent market conditions within the European Union,” the company said. It said it would cooperate with the investigation: “We trust in the integrity and impartiality of the process and hope our actions will be evaluated on their merits.” TEMU RAIDED In a separate FSR probe, the Commission also made an unannounced inspection of Chinese e-commerce platform Temu.  “We can confirm that the Commission has carried out an unannounced inspection at the premises of a company active in the e-commerce sector in the EU, under the Foreign Subsidies Regulation,” an EU executive spokesperson said in an emailed statement on Thursday.   Temu’s Europe headquarters in Ireland were dawn-raided last week, a person familiar with Chinese business told POLITICO. Mlex first reported on the raids on Wednesday.  The platform has faced increased scrutiny in Brussels and across the EU. Most recently, it was accused of breaching the EU’s Digital Services Act by selling unsafe products, such as toys. The platform has also faced scrutiny around how it protects minors and uses age verification.  Temu did not respond to a request for comment.

Germany launches new counter-drone police unit
BERLIN — Germany will launch a new federal counter-drone unit as concerns mount over a surge of suspicious drones overflying military sites and critical infrastructure, Interior Minister Alexander Dobrindt said Tuesday. The formation will be part of the federal police’s national special operations arm, and will be trained and certified specifically for drone detection and neutralization, Dobrindt said at an event outside Berlin. The unit will eventually grow to 130 officers, deployed across Germany and moved quickly to hot spots when needed. Germany has over €100 million budgeted this year and next for counter-drone technology, the minister said. The systems include sensors and jammers designed to disrupt hostile drone signals, with the capability to intercept or shoot them down if necessary. “It is an important signal that we are confronting hybrid threats,” Dobrindt said. “We are creating a clear mission to detect, intercept and, yes, also shoot down drones when necessary. We cannot accept that hybrid threats, including drones, become a danger to our security.” Dobrindt said Germany will procure systems from both German and Israeli manufacturers, with further purchases expected in the coming months. This week, Germany’s state interior ministers are also due to decide whether to establish a joint federal-state counter-drone center, bringing together federal and state police forces and the military to coordinate detection and response. Berlin’s new unit marks its most significant move so far toward a standing national counter-drone capability. German security agencies have tracked hundreds of suspicious drone flyovers this year, including near barracks, naval facilities and critical infrastructure. Officials warn that small, commercially available drones are increasingly deployed in Europe for espionage, probing defenses and hybrid operations. Some European governments have pointed the finger of blame at Russia, but so far proof is lacking. Airports across Europe have also been forced to close thanks to overflying drones. Last month, the U.K., France and Germany sent staff and equipment to help Belgium counter drone incursions around sensitive facilities. Many countries are trying to figure out how to deal with the drones in a safe and legal way, as shooting them down could endanger people on the ground.

Unidentified drones affected Belgian airports from Thursday evening into Friday morning, amid an escalating crisis in the European skies. Liège Airport briefly suspended air traffic twice, around 10 p.m. on Thursday night and again Friday morning around 6 a.m., each time for about an hour, according to public broadcaster VRT. The airport handles mainly cargo, with only a few passenger flights each day. Brussels airport also had to divert one flight to Amsterdam Thursday night after a drone was detected nearby. Air traffic at Brussels Airport was disrupted by more drone sightings on Tuesday evening. As the continent’s issues become more widespread — and some European governments have pointed the finger of blame at Russia — drones were also spotted over Antwerp’s port area on Thursday night. For consecutive nights on Tuesday and Wednesday, drones were also observed above the Royal School for Non-Commissioned Officers in the Flemish city of Sint-Truiden. Belgium held a National Security Council meeting Thursday, after which Interior Minister Bernard Quintin said that authorities had the situation “under control.” Defense Minister Theo Francken vowed to strengthen Belgium’s National Air Security Center (NASC). “The NASC in Bevekom must be fully operational by January 1,” he wrote in a social media post. “This center will ensure better monitoring and protection of Belgian airspace and prepare Belgium for future challenges in air security,” he added.

Keir Starmer, climate leader (when the Treasury lets him)
LONDON — Keir Starmer loves to play the climate leader. But only when his political advisers (and the powerful Chancellor Rachel Reeves) tell him he’s allowed. The green-minded U.K. prime minister flies into the COP30 summit in Brazil Thursday, armed with undeniable climate credentials. His government is pressing ahead with a 2050 net zero target, even as right-wing political rivals at home run away from it. It is about to hand 20-year contracts, laden with financial guarantees, to companies developing offshore wind farms. Just by attending COP, Starmer has shown he’s willing to publicly back the faltering global climate cause, despite furious attacks on the green agenda by close ally Donald Trump. But his claim to global leadership comes with a catch. Action on climate change is also tied to the political agenda back home, where Starmer and Reeves insist they are focused on bringing down bills and driving economic growth. As the prime minister flies in and out of Brazil this week, those key themes dominate. In a speech on Tuesday, Reeves pledged to “bear down” on the national debt and focus on the cost of living — even it requires “hard choices” elsewhere. Climate is no exception. SHY GREEN It was Starmer’s “personal decision” to go to Brazil, U.K. Climate Minister Katie White told a pre-COP event in London on Tuesday. It was reported in the run-up to the summit that he would skip Brazil, amid concerns among his top political aides about the optics of a jaunt to South America to talk climate while voters — disillusioned with Starmer and Labour — struggle with the cost of living at home and brace for tax rises expected in the budget. In the end, Starmer opted to go. But the absence of a full traveling press delegation, the norm at previous COPs, means his visit will generate less media coverage. (Government officials insisted the decision not to take a full press pack was purely logistical.) Starmer, while not an expert, is instinctively supportive of climate action, said one government official. But not so much so, countered a Labour MP, that he has “his own ideas about things.” “He wants to do the right thing, but would be steered as to whether that’s talking about forests or clean power or whatever. I suspect [No 10 Chief of Staff] Morgan McSweeney didn’t want him to go,” said the MP, granted anonymity to give a frank assessment of their leader. JOBS AT HOME GOOD, TREES ABROAD BAD The COP30 leaders’ event is taking place in Belém, the Amazon port city near the edge of the world’s greatest rainforest. But in a symbol of how domestic messaging trumps all else, Starmer will use that global platform to talk about a somewhat less exotic port: Great Yarmouth in East Anglia. It’s one of three U.K. locations — along with Greater Manchester and Belfast — where new, private sector clean energy deals are being announced, securing a modest 600 jobs. The COP30 leaders’ event is taking place in Belém, the Amazon port city near the edge of the world’s greatest rainforest. | Mauro Pimentel/AFP via Getty Images If COP’s Brazilian hosts were hoping for a grander global climate vision, they are about to be disappointed. The U.K. won’t be stumping up any taxpayer money for a global fund to support poorer countries to protect their tropical rainforests — key carbon sinks that, left standing, can help slow the rate of climate change. The Tropical Forests Forever Facility (TFFF) is supposed to be the centerpiece of the summit for Brazilian President Luiz Inácio Lula da Silva, but Lula has not been able to rely on even his close, left-wing ally Starmer — with whom he likes to chat about football — to weigh in with a financial contribution to match Brazil’s $1 billion. The U.K. played a role in establishing the concept of the TFFF. An energy department spokesperson said the government remained “incredibly supportive” of the scheme. But, with Reeves warning this week that her budget would deal with “the world as we find it, not the world as I would wish it to be,” her Treasury officials won a Whitehall battle over the U.K.’s financial backing for the scheme. Ministers say only that they will try to drum up private sector investment. ‘KEIR, SOMEWHERE IN THE MIDDLE’ The decision neatly captures the Starmer approach to climate action. If it suits the domestic economic and political agenda, great. If not then, then there is no guarantee of No. 10 and Treasury support. Taxpayer-funded international aid spending, a vital part of the U.K.’s global climate offer, has been slashed. At the same time, despite stretching emissions goals, one of the world’s busiest airports, Heathrow, will be expanded — because of its potential benefits for growth. Ministers are looking at watering down a pledge to ban new licences for oil and gas exploration in the North Sea, amid a sclerotic economy. The Treasury is considering easing the tax burden on fossil fuel companies. The bipolar approach risks bringing Starmer and Reeves into conflict with the U.K.’s energetic, committedly green Energy Secretary Ed Miliband, who will lead the country’s delegation to the COP30 conference and the formal United Nations negotiation. “On all of this, there is Ed on one side, Rachel on the other, and Keir somewhere in the middle,” said the government official. Starmer largely subcontracts his climate and energy policy to Miliband, said an industry figure who frequently interacts with government. Many MPs wish Starmer would act more like Miliband and embrace his green record more exuberantly. They point to the recent surge in support for the Green Party, which is making some in Labour nearly as nervous as the rise of Nigel Farage’s Reform UK to their right. OUTFLANKED In that context, it was a “no-brainer” for Starmer to go to COP and appear “visibly committed to climate action,” said Steve Akehurst from the political research firm Persuasion UK. “In so far as there is any real backlash to net zero in the U.K., it does not exist inside the Labour electoral coalition,” he said. The Greens are now “competing strongly for those votes.” A second Labour MP put it bluntly. “Starmer is so politically weak that to not attend would open up yet another front on his already collapsed centre-left flank,” they said. Before getting on the plane to Brazil, Starmer met sixth-form students at 10 Downing Street to talk about the summit and the environment. There was a flash of the green, idealistic Starmer that some say lurks beneath the political triangulation. He took the opportunity to remind the teenagers of the “obligation we undoubtedly have to safeguard the planet for generations to come.” “But also,” he added, it’s about safeguarding “hundreds of thousands of jobs in this country.” Additional reporting by Abby Wallace.

BUCHAREST — NATO chief Mark Rutte on Wednesday played down a U.S. announcement that it was withdrawing hundreds of troops from Romania just as the alliance grapples with an increasing number of suspected Russian hybrid attacks. Washington had said last week it would redeploy an infantry brigade of around 700 troops back to Kentucky from Romania, as the Pentagon reorients its focus to domestic priorities like border protection and the Indo-Pacific region. “This happens all the time … please don’t read too much into that,” Rutte told POLITICO at a press conference. “Wherever and whenever needed we can always scale up collectively, including in Romania.” “In Europe and Romania, the American presence is more powerful than in 2020,” echoed Romanian President Nicușor Dan, speaking from a vast marbled Union Hall in Bucharest’s sprawling Cotroceni Palace. “So there is no concern, no worry.” The comments come as the alliance faces escalating airspace violations and hybrid attacks. Russian drones have been intercepted and shot down over Poland in recent months while another Russian drone was tracked over Romania; drones of unknown origin have disrupted air traffic at airports in Denmark, Norway and Germany. In response to the incursions, NATO has agreed to deploy more warplanes and air defense systems to frontline countries in a new program called “Eastern Sentry.” Rutte suggested the new deployments could also help fill any gap left by U.S. withdrawals. “With this Eastern Sentry, we can bring more capabilities to bear wherever and whenever needed … also in Romania,” he said. “This military activity not only adds additional assets from allies, it also better connects the range of assets already available all along our eastern flank,” Rutte added. The alliance is also currently carrying out beefed-up military exercises in Romania, the NATO chief said. Allies are scaling up participating troops “from 1,500 to over 5,000 troops so that we are able, whenever necessary, to immediately get all the troops in Romania needed,” Rutte argued. The U.S. has around 85,000 troops in Europe including 20,000 that were deployed after Russia launched its full-scale invasion of Ukraine in 2022. The announced pullback, which would leave around 1,000 U.S. soldiers in Romania, will include forces stationed at Romania’s eastern Mihail Kogălniceanu Air Base, a key hub for the alliance’s operations on the Black Sea. NATO allies including Norway and the U.K. on Wednesday also downplayed Washington’s announcement, even as senior Republican lawmakers in the U.S. Senate and House cried foul over the move. But Rutte insisted the alliance was ready to defend Bucharest — whether the troops are rotated out or stay put. “We can bring more capabilities where needed, but … if this country would be under attack, it is 31 other nations coming to the rescue of Romania,” he said, adding: “This makes us unbeatable — absolutely unbeatable — and that is why I believe that nobody will ever try.”
